It's almost embarrassingly simple, actually. No lathe or turning rig, just an hour or two with 320 grit sandpaper and a sanding sponge (for cleaning or painting) for a bit of blending. Unscrew the blind cap above the clip, remove the clip, screw the blind cap back in place, and sand down the cap so the lip between the two is gone. Sand the body and section separately, of course. A bit of adhesive to fill the gap between cap parts if one exists.
I used a tapered rod as a makeshift grip extender, but that's not really necessary. 99% was done standing over a bathroom sink.
There may be ways of adding weight to the body as well, as with brass tube, but I don't have any great recommendations for that at the moment. Have been curious about the possibility of getting a CON-70 inside, but do not yet know if it'll be possible.
